3. 동아시아발전모형의 진로: 타파의 대상인가, 개선의 대상인가?

본 보고서는 동아시아경제의 구조적 취약성이 어떠한 경로를 통해서 동아시아 발전모형으로부터 연유되었는가를 엄밀히 규명하지 않고, 결과론적인 시각에서 동아시아 발전모형에 책임을 뒤집어씌우는 이론적 경향을 비판하고 있다. 동아시아경제의 구조적 취약성이 존재하지만 그것이 동아시아모형에서 연유되었다는 논거가 충분하지 않고, 구조적 취약성이 항상 외환위기를 초래한다고 보기도 어려우므로 동아시아모형과 외환위기 사이에 인과관계가 있다고 보기는 어렵다는 것이다. 동아시아경제에서 관찰되는 구조적 취약성은 후진경제에서 일반적으로 나타나는 현상이지, 동아시아에 특유한 병리현상이 아니며. 따라서 그 치유방법을 강구함에 있어서 동아시아모형의 무조건적 타파를 주장하는 것은 온당하지 않다. 동아시아모형이 시대의 흐름속에서 어떻게 변화해야 하며, 그 기본정신과 정책기조 중에서 계승, 발전시킬 것은 무엇이고 버릴 것은 무엇인지 깊이 생각해 보아야 한다. 동아시아모형의 기본정신은 실용주의에 입각한 경제발전의 추구로서, 경제발전을 최고의 목표로 설정하고, 그 수단을 강구함에 있어서는 시대적 여건을 고려해서 시장경제적인 요소와 계획경제적인 요소를 적절히 혼합되는 신축적인 자세를 견지해왔다. 이러한 실용주의정신은 오늘날의 한국경제 구조개혁에서도 여전히 유용하다. 구조개혁의 목표는 효율성의 제고와 국제경쟁력의 향상이지 개혁 그 자체가 아니기 때문에, 개혁을 성공시키기 위해서는 효율성과 국제경쟁력강화에 부합되는 실용적인 개혁방법을 부단히 찾아내어야 한다.

최근 들어 지역무역협정의 域內交易(intra-regional trade)이 크게 심화되고 있으며 지역무역협정간의 域間交易(inter-regional trade)도 점차 확대되고 있어 명실공히 세계경제는 다자주의와 지역주의가 공존하는 양상을 보이고 있다. 지역주의의 확산에 따른 세계경제질서의 변화에서 고립되지 않기 위해서는 한국도 자유무역협정(FTA: Free Trade Agreement)을 적극 추진할 필요가 있다. 특히 대외무역의존도가 큰 한국의 경우 FTA체결을 통해 수출시장의 안정적 확보는 물론 급격한 무역규모의 변화를 방지할 수 있으며 역내회원국과의 경제적 동맹관계가 형성되어 WTO, OECD 등의 국제기구에서의 대외협상능력이 향상될 것으로 보인다. 세계가 자유화·개방화를 통해 경쟁적으로 무역과 투자를 추구하고 있는 현 시점에서 FTA추진은 한국의 경제구조의 선진화를 위한 가장 중요한 대외경제정책이 될 수 밖에 없을 것으로 보인다. 일본은 문화적·지리적으로 한국과 가장 근접하며 거대한 시장규모를 지니고 있는 경제선진국이므로 동 국가와의 FTA체결을 통한 교역확대효과가 가장 클 것으로 기대된다. 또한 관세 및 비관세장벽의 철폐에 따른 경제적 후생증가 이외에도 선진경제인 일본과의 FTA는 기술모방, 자본생산성 증가, 저축률의 증가 등을 통한 추가적인 경제수준의 수렴효과를 가져올 것으로 기대된다.
